Being stated omnipotent has no meaning. Plenty of characters have been stated to be omnipotent.

Michael and Lucy together were both inferior to the Presence (I got the scan if you want to see).

Mxy really depends on the versions, and even then he's more of a toon force character than an omnipotent.

It's primal or over I belive but he's still the most powerful being in any comic.

Pre-52 and maybe N-52 (there hasn't been much panel time for him to talk about past events) but for now stick to P52. All Mxy shoeings are the same there's only one of him and WF is canon to him. There is an explanation to this that I have posted many times about his reality hopping self and such. Plus he can retcon characters.

Anywho, this guy is stronger than Primal Monitor.

The problem is that if you even screw up once, even the utmost minor mishap, you cannot be considered omnipotent. Please do correct my if I'm wrong, but did Spectre not depower Mxy before? (Not saying Mxy is weak. I agree that WF Mxy would beat the likes of PR Beyonder and Living Tribunal).

Right there's 3 layers to this. There's layer one which is the comics, layer 2 which is the writers universe where all the writer avatars for TOAA and such live, also where Charcaters like Mxy mess with the writers and there's layer 3 which is the real world.
