You have given no specific anime shows to make sense on what you are trying to say here. An for the ones you possibly are going to give like DB and the HST that is very case by case type of thing there.
Because Comics have dozens of different writers and decades of different stories so it's bound to have inconsistencies and contradictions, while anime is more linear and monothematic.
They're not. They all have much better feats, but people focus on the bad ones. And the opposite happens for anime/manga.

Marvel has it's fast characters though.
Usually they're cosmic though, and less earthbound.And then some who seem to be more flexible depending on opposition.
If I were crafting a theory, it would be that as physical laws break down around some of the more powerful characters, they have to scale themselves a bit to interact.

Lmao at slow marvel characters Monica Rambo, Magneto, quicksilver, northstar, the runner, silver surfer, are all near light speed at light speed or above it entirely

Marvel likes to be diverse with their characters instead of anime repetition of exponential increase in strength and speed in every character's "evolution". Or at least, in the mainstream ones anyway.
Somewhat false statement, but somewhat true. But the short answer is that Stan Lee wanted to make a lot of his characters vulnerable and have flaws, just like the rest of us. Hence why spiderman is a nerd. X-men are outcast. Ironman is an alcoholic. ETC. This even extended to why marvel uses New York but DC uses Metropolis. It was all about relatability.
DC and others eventually started following suit, to an extent. But the underlying theme of DC being flawless and marvel being flawed, still exists.
Also when we are talking about the scale of power in anime characters the pattern of linear progression in battle shonen makes power creep more prevalent than it generally is in western superhero comics
I know what OP is getting at and like the poster above says, he's right and he's wrong.
It comes down to on paper vs average depiction.
Anime characters that are fast tend to incorporate speed into their battles consistently.
Marvel/DC characters that are fast do not. That's a fact.
Some of the comic characters that I know that can attain FTL speeds have mostly abysmal combat speed showings. Sure you could nitpick and find good combat speed showings but they will not be the norm.
Anime characters that are fast love to showcase their speed frequently by embarrassing slower characters and showing them how large the gap between them is. I don't see that in most comics.
One anime verse = One MC and limited side characters, so they can stay consistent in speed no matter how much character you add later.
While Marvel would be a a huge verse with thousands of different MC if you tried to turn it to anime. They all face each other at some point, even street levels with Cosmic levels. If you make one character FTL, and make him fight with street tier /slower character later, that character's consistency is over. You can't fix it anymore.

It really depends. Marvel street, meta human, and some high tiers are below light speed. Once you get to true high tiers and above their speed explode. SS being the prevalent example he a hearld tier character.
Because comic characters have to share the spotlight with other characters. So no matter how good one’s standalone speed feats are; once the fighting starts, everyone moves at a similar speed range, whether it’s a street leveler or a high tier. In fact, the street levelers like Spiderman and Batman often have to be portrayed as the agile ones, to make up for their lack of strength and durability.
