FT top tiers having low physicals is some false misinformation(to those who don't know better) that have plagued the battle forums these days unfortunately.
fairy tail physicals have always been tiers higher than naruto you cant even compare them, SOS natsu/Gajeel are literally physically superior to most if not all ninja till we get to Shippuuden and tail beast, the only decent Physicals in early naruto are -> Jirobo, Tsunade, Gated users, Curse seal Kimimaro.
in shippuuden building level Sakura is already marked as frightening and monster by KAkashi and naruto and proof that she can kill sasori/S Class ninjas in one hit.
Gildarts pre time skip is also vastly superior to Tsunade who is already Top tier in her verse when it come to physical H2h.
this does not have to do with naruto verse being weak is just how the magical energy of both verses work, charkra is much weaker than Magic when it comes to H2h, charkra itself requires absolute control to even get to the same level as Sakura and tsunade excluding 99.999% of the ninjas in the verse, or a ninjutsu specific for H2h like Lightning CLoak, the amount of ninjas that even reach Small Building level in physicals can be counted on your hands, in fairy tail is common to see Wizards getting punched through city blocks or tank fireballs and come out with barely a scratch.
think of charkra being Nen but excluding Enhancement category.
