Well people here were unironically favoring a 17 year old Ahsoka over a 20 year old Anakin on that one thread.
Which means she's > the chosen one who's > your average prodigy.
Viner logic aside, likely Anakin or Luke.
Valuing hype first and growth in power second: Anakin 1st place, Kylo 2nd, Luke 3rd, Rey 4th.
If you want to value how fast they grew in power over the hype, it would be Anakin 1st (because no matter what he's set as the highest in potential), Rey 2nd, Luke 3rd, and then Kylo 4th.
Ahsoka is last either way, way below all the others in potential.

If Kylo did recieve the Skywalker family full potential and was also given a second increase he should have the potential to be stronger than Anakin could.

That might be true, however, remember that Kylo's Skywalker blood is more diminished than Anakin's, despite apparently having more of it than Luke (though part of the reason Luke saw greater potential in Kylo might be due to the Dyad itself and not just the Skywalker blood, remember that he didin't know about that) and there's a big difference between having the blood of the Chosen One and being the Chosen One, created by the Force itself, the second one gives a much bigger potential i imagine, given what Anakin did in Mortis and in the Vader 2017 comic where he entered worlds where his potential was fully unlocked.
Luke is the most powerful in this list. But by relative age, Anakin would definitely be the most powerful out of everyone as being a Dooku-level duelist and being close in power to Mace Windu by the time he was 22/23.
By logic, Anakin. By feats, Rey by a long shot. She randomly became one of the strongest force users with barely any training. However, this is party due to the dyad helping her quickly reach Kylo's level for balance.
I would say Anakin, he was insane for his time, a prodigy in a galactic war, and by ROTS he was accelerating in power on a level that possibly no other force user has that we've seen.
Anakin was overall hyped up to be essentially a god at full potential, whereas I view the other characters (besides Kylo) as being at the absolute most, above Yoda but not unkillable.
Kylo comes in second though as he terrified Luke with his potential and had the Dyad, which is something not even Anakin had. Considering how insane a lot of his power was, I think at his full potential, he'd be an absolute monster, but perhaps not quite as powerful as Anakin.
@daddyprometheus: what's the name of the comic and where in the comic did it show Vader with his full potential? I havent been able to read the comics and I'm interested, that sounds really cool.
In order
1-Anakin: Chosen one.
2-Luke: Son of Chosen one.
3y4 - Rey and Kylo: Almost the same potential than Luke.
5-Ahsoka: Talented but isn't a chosen one or descendant of one.

Anakin was the Chosen One and the Mortis episodes firmly establish his potential > anyone else.

I was referring to power not maturity.
Although in TCW he definitely seems ready to become a master.

To be fair, it was the council’s fault for indoctrinating Anakin to begin with. He was far too old and had formed too much attachment to his mother to be trained in the orthodox Jedi fashion.

His morality and dedication to the rules of the jedi have absolutely nothing to do with his power level.
Anakin past his trial to become a knight, so you're wrong by default.
Anakin has shown to be all those things that you've said, meaning he's a human. Anakin has also been shown to be smart, wise, kind, caring, responsible, and patient.
You sound like you've not watched TCW

Probably the guy who could defeat one of the most talented swordsmen in galactic history at only 22 years old.
