There does exist LS feats and scaling for Bleach.

Mimhagi was capable to traversing the distance to the Royal Realm within seconds, a distance that is incredibly massive. Yhwach was able to react to it, despite him not being able to see him coming with Almighty.

Yhwach then got several power ups, and both Ichigo and Aizen were able to keep up with him.

As for Kizaru, he is either the dumbest lightspeed character in the history of fiction, or he isn't lightspeed.

Imagine you are Kizaru in the OP world. You can fly around the world at "the speed of light". You know how long it takes him to kill 99.9% of the pirates in existence? Seconds. If you take the absolute minimum of the feat, sure. But even if we say 60% is where things become really noticeable, it would also occur at speeds higher then this, including speeds above LS. So you couldn't say for certain what speed it is, only that it has a baseline of 60%.

That is without factoring in bending the laws of Inertia... which is not really quantifiable, but it is certainly well above our understanding of speed feats. Though to be fair, Flash Steps in general don't make sense with science.

No irl science can predict what happens at speeds above LS nor can it reach such speeds so no. At best you can say it's some vague "higher" degree of rel.

No, it does not depend where he hit in the eye. Again, the eye reflects light back to its source, not to some unimaginable space or ocean floor. It is quite literally how the human body sees.
