OT: None of them. His phasing might not work on some of them but they all get blitzed.

CM and silver surfer have fast traveling speeds but reaction feats.

U know travelling off screen across star systems in undefined period of time =/= reacting to Eobard. Because i remember best Surfer reaction feat is against missilesor maybe could catch ( but was easily predictable ) Human Torch.

On subject though, he intentionally threw here. He could of simply not even returned at all after being set free, but he did. And it wasn't to fight either. He went there to insure he could truly go free.

QS best feat is like Mach 3,600. S4 Barry statued a nuclear chain reaction and then in the crossover him and supergirl did the world traversal feat which calc'd at Mach 298,818,000.

Thawne statues lightning during his prison escape. That's casual Mach 28,6731.

Depends on what you mean by react. If you mean, recognize him coming and stop him, then he clears.

If you mean, blink because they saw something flash, then maybe one or two react.
