Surfer, the runner, current Warlock, stardust, Fallen One, Takion, Stayne. Basically any one who has been shown to manipulate time to a greater degree and also has great speed.

ego is alot faster than zooms time effect won't be able to effect ego. ego can just magnify his gravity to where zoom can't even lift his own foot off the ground. and the only way zoom would be able to move just as fast as ego, he would need to littlerally be hitching a ride on ego as ego travels at warp 9 in outter space.

The heralds and green lanterns can all beat zoom in a straight line. They can travel at speeds milions of times the speed of light. One space sector stretches from the center to the edge of the universe. To effectively patrol it one would have to be seriously fast.

Just a quick note, most of the Green Lanterns don't use their rings to propel them faster than light...

the rookies still do it until they're trained to do it a faster way.

the higher up Green Lanterns all use their rings to create 'wormholes' around the universe, so they can get from point a to point b in no time at all

i was just pointing out the wormhole thing as it's used quite regularly by Hal, John and Killowog, though Kyle preferrs the 'warp speed' approach to flying...

yup...

hell, Hal's even used his ring to 'teleport' before...

using the ring to deconstruct his molecules and send them somewhere else before reconstructing them...

he's also used that as a method of interrogation under the threat of 'maybe i put you back together right, maybe i don't' lol

Well... Seeing as how its will based, if it is able to de-materialize him during the phase, he doesnt have any kind of awareness, so thus the ring must do the last emitted command and materialize him in the coordinates he gave it.

yup...

Ring's can act on 'their own' if they're given orders first....

both Hal and Kyle have used this several times when seperated from their ring (PreRebirth) though i'm not sure with the new rings as they can't be sperated from their barer without conscent

No, Zoom effects the time scale as he chooses.  No one who is based purely on speed (of any level) could out run him,  Time control of a high level or great intellect would be required.

Well maybe the Solar Systems in Starwars are therefore bigger than the ones in Star Trek, I suppose. But remember this: In Star Strek... "Warp Speeds" require the power of the Warp Coil Engines. They can always use the deflector beam to open up wormholes to haste the speeds of their travel by multiples. In addition; if they can find infinite energy to collect within the warp coils; they are able to travel at Warp 10; which is so fast, they can be everywhere and nowhere in the galaxy at once.... And in time.
