In truth, nobody...unless they are vastly superhuman...peak-humans and low level metas, get fodderized 1-on-1 if Cass is serious... it has actually been stated that in every fight Cass has to put in alot of effort to hold-back to a ridiculous level, just so that she does not kill her opponents...because for every strike/hit attempt, she has like 100 ways that they could be lethal...
Even if we count only post-flashpoint Cassandra Cain, (her current version, or new cass), even then she's still O.P.

So, unlike Cass who got nerfed from one continuity to another, specially in speed and in stricking-power, Damian got upgraded specially in skill, and still hes no match for Cass even now.

But to answer the question, assuming that Cass is "in-character", which means holding-back not to kill...i guess that Constantine Drakon could, maybe...or her half-brother the Mad Dog who actually even killed her at one point...and since it has been confirmed that Lady Shiva has faked some of her losses against the DC heros in the past, so, maybe her as well...although, even if she lost on purpose, theres no way that she can move as fast as Cass (if we use feats from all continuities).
