Street level is not a proper term. You can go by busting tier (like, who can destroy stuff on a certain scale) and that way you can classify people as wall level < small building level < building level < city block level etc all the way to planet level, universal level and such.
Street level is just a vague term for characters who operate not so much on a big scale but rather "on the streets" like Batman and Spiderman. But it really means nothing. You have to be more precise than this. Busting tier is certainly a better way to go. But since it also does not really define anything more than destruction capabilities, usually the strongest characters are just those who have a lot of hax.
For example, John Constantine.
You look at all of his stats - his strength, speed, durability, attack potency, everything... is just human level. So he seems like a low level "street level" character and his busting tier is below wall level, like... 9C or something (VS scale)
And yet he's the guy who can go toe to toe against beings on a large cosmic scale. He regularly matches casual planet busters in the comics. All because of his intellect and magical hax. He's known for even "beating" the Presence itself.
OT: A live action character who is physically/destruction wise on a low scale, but has the most hax imaginable would probably be some wizard or sorcerer like Doctor Strange from MCU, Dumbledore from HP etc.
