Yes, I believe it does mean just that. That's why it took the judgement of TOAA (who is over all universes) to stop him. Thanos had power over all save one. If he White Phoenix was there, she would have fallen as well.

repairing a universe is a more powerful demonstration of power than just creating one IMO
@DC_Marvel_1000: Eternity has unlimited power I assume the source is from how he exist and I believe that existence to be multi-facet Marvel hasn't really gone into explanation of what he is (it varies all the time)
As far as the gems. They are not parts of one gem. But separate gems that when put together are more powerful than they are alone.

The Eternity you see in 616 is just an avatar of the Multi-Eternity, he's able to draw upon its power but not all of it.
Multi Eternity > Phweonix Force > WPOTC > Eternity > Any Pheonix who can't destroy a Universe. I belive that anyone who can destroy universe is more powerfull than Eternity,because Eternity is universe itself.
