They can both time travel. Speed should go to Whis. He was able to travel from King Kai's planet to Earth in a matter of seconds.

Mmmmmmmmnnnnnn not yet my friend. I think he's at that level but he still needs to prove himself a bit more. We know he can one-shot people who in turn have multi-planetary durability (while weakened) and are packing enough power to one-shot stars. We also know he's effortlessly fast enough to write his signature on two warriors chest one of whom was fast enough to engage in combat speed in which water droplets appeared to stop moving, and on top of this he can time-travel.

I think Whis may or may not got what it takes but its really to soon. Wait for next movie, then we will see :)

Surfer traveled a half million light years in no time. He also transwarped space and time and traveled from one side of the universe to another, and flew out of a galaxy in a single panel.

Does Whis travelling to Kai's planet surpass that? I'm not familiar with the distance.

It should, considering the Other World is outside of the physical universe. Whis essentially traveled from one universe to another in a matter of seconds.

As for warping time and space through speed alone, that only occurs because of the physics of the particular universe. It shouldn't be used as a legitimate speed feat. Like in some verses (like Jackie Chan) going hypersonic alone was fast enough to warp time.
