Weakest version of Luffy that can clear Part 1 Naruto?

Title says all. Luffy replaces Naruto in every major fight but doesn't receive the same help (for instance he has to beat Zabuza and Haku alone). He clears if he can bring Sasuke back to Konoha at the end.

Toughest battle is definitely Shukaku, I'd say you need atleast gear 2 Luffy for him.

That is unless Luffy beats Gaara before he transforms in this scenario.

Do people get part 2 feats?

Otherwise Luffy needs post skip feats to deal with Itachi.

Part 1 of Naruto isn't much for a OP Character.

With guys like The Sannin, Itachi, Kisame, Hiruzen and Shikaku, no version pre-time skip has a chance.

This isn't fair either way, pre-time skip can't do it, Post-Time skip Luffy knocks out any human he comes across with CoC since everyone is physically fodder to him.

I mean if we just include Pre-timeskip feats for the Naruto characters like Itachi, I don't see why Water 7 arc Luffy can't blitz and oneshot everyone Naruto fought.
