It's relativistic when it was travelling in the outer space, but reduced to sub-relativistic when it entered the planet.

And regardless of whether it was terraformed or not, the energy yield to terraform a continent is still significantly above the energy yield to destroy an island. Terraforming and DC have one thing in common: They require a certain energy yield, and Irene has that far more than Ichigo. When you show me Ichigo terraforming a continent, we can talk. Until then this discussion is over.

I place Ichigo at multi-mountain level based feats and what he is implied to be capable of. Aizen is hill level by his own admission.
An arrogant character always boasting about his power, and admits his current power is what allowed him to bust those hills only for the audience to find out Ichigo was the one who did it. Aizen knows his power more than anyone including you, and his words take precedence over any scaling.
