Victor Von Doom vs. T'challa, who is the greater intellect?

what would most marvel fans say, if asked who has the greater raw intellect between Victor and T'challa

Doom easily. Reed and Doom are at the top of the chart when it comes to geniuses in Marvel.

but why is Latveria such sh*t compared to Wakanda in technology then?

I'd say money has more to do with that then intellect.

Because Wakanda exists to propel its people and its nation. Latveria exists to worship Doom. The country itself is inferior, but comparing Victor and T'Challa, the former certainly has greater technology.

There have been one or two instances of T'Challa outwitting and defeating Doom in the past. But that's not sheer IQ, Doom has a lot of character flaws that impede him. Mentally Doom is superior, but psychologically, T'Challa is one of the strongest and most focused, clearheaded there is.

Doom's deal with Mephisto allows him to fight for he soul of the women he loves every year. If he loses, his people hate him a little more. This has led to the country being destabilized socially, making it difficult to maintain as strong of an economyn and technological growth then suffers.

Doom is almost universally loved by his outside of that effect.

Longer answer that I won't expound on: having control of all the Vibranium on the planet, indeed, one of largest sources of Vibranium we have seen in the entire Marvel Universe in fact, gives Wakanda a huge material advantage to start with, and a huge economic advantage, meaning the quality of life for it's people is going to be overall better.

Doom doesn't put much effort into the prosperity of his people. Honestly I think it would be more interesting if he genuinely protected his people and they prospered.

@the_hajduk: All those people outsmarted Doom either because of his own ego or because the plot required them to. Luke Cage has a lot of PIS instances, especially in his own series, so using that as an argument is pretty much invalid, and Reed is smarter than Doom so there is no point in discussing him.

Didn't Doom crack the mystical properties of Vibranium that T'challa and generations of Wakanda sorcerers failed to do or something like that?

Doom by far. Although Tchalla is no slouch. Doom is sometimes blinded by his own ego while Tchalla is coldly objective, but in terms of raw intelligence it's got to go to Doom.
