It would be a draw...maybe.

Ultimate Venom didn't even have that much control over the symbiote, so I say Carnage

Venom beat Carnage one on one in Venom: Carnage Unleashed, and every other time he faced Carnage, as Brock anyway, Gargan didnt do so well, in my opinion the only interesting Venom VS Carnage fight left is Spidey with the Venom symbiote VS Scarlet Spider with the Carnage symbiote.

Venom wins this BTW based on the comics he already beat Carnage in

Ultimate Carnage is lame compared to the original, at least Ultimate Venom thinks about his actions.

4 years later and the answer is still carnage

Venom got more control over himself so he got an better chance here, hence he is probably stronger.

It's been established Carnage is more powerful then Venom. That's just the way symbiotes work. Toxin is more powerful then Carnage now. Each generation seems to have a higher ceiling then the last.
