Well one of them has a waterspout, and the other does not...So the winner is quite obvious.

Idk, I don't think unalaq has enough water to make a complex waterspout in this location, Azula should win without much difficulty tbh.

But aren't all of his waterspouts complex by default as post-fusion?

If she wanted to Azula could easily vaporise all the water in the courtyard, leaving him completely defenseless. Plus even if somehow Unalaq gets the ingenuity to attempt what Katara did, there's no way Azula falls for the same trick twice

Unalaq would end it easier than Katara did. It could be sane Azula and Unalaq would still win.

@cocacolaman: That's true, though even Katara got the better of her. It really just depends what water is available and what mistakes Azula makes. But that is in regard to pre fusion, who is already red lotis tier. Post fusion without dark avatar state is weird, because I'm pretty sure he goes into dark avatar state in pretty much every encounter. I think the fight would depend on location. With a lot of water he should win, with little to no water he loses.

Unalaq’s waterspout has become a joke because a select few think he is a better waterbender than Katara for that reason alone.

Eh, from the stuff I'm seeing, he looks to be a little better than Katara, visuals-wise. That waterspout is quite a succulent move though.

Unalaq used phase-change to freeze his brother (Korra's dad or whatever), and the man is quite intelligent. And besides that he used phase-change a ton. I honestly think he'd do what Karata did WAY quicker. Besides that his defensive waterbending was solid as well. Lack of wodur is indeed a big factor, but I still think he can take it.

Not resourceful enough for an environmental flash-freeze? Which is waterbending 101 and even the likes of Kya and Tonraq use it in combat? Are you even serious right now? It wasn't Katara being a genius, it was Azula being a dumbass, considering that it was her hometurf and she knew there's water under her.

He doesn't. The only time he did enter it was at the end of the fight with Korra when he and Korra was locked with water arms and cracking the ice they stood on.
