I'm inclined to say that he stops at 12, though 11 is somewhat debatable. Both MMH and Despey is gonna get demolished though, they don't have technopathy, and their durabilities pale in comparison to their versatility.

Standard Ultron would likely get to 11 or 12. He's directly countered intangibility before (so Manhunter) and Despero's TP is useless on him.

I am not sure why you would have Martian Manhunter above Alan Scott, Wally West and Superman?

Define "base" Ultron, might have some problems with Alan Scott depending on versions, but other then that I don't really see him struggling till Zoom where you probably get a stalemate

Base Ultron is basically the one who soloed the Avengers couple of time, at least that's how I see him.

He clears or stops at 13 depending on Raven's power level. Nobody here is hurting adamantium.

At least gets to darkseid imo. Not sure if he beats him or what happens past that. An on panel ultron vs thanos would help significantly.

By base ultron I'm assuming you meant not composite ultron so I say it depends on the version we go with. Some I think can clear

I'd like to note that Ultron has always had the ability to interact with intangible targets and speed steal will do nothing against a computer AI controlling a piece of metal like a puppet
