Ming is most likely fast enough to take down Ty Lee, round 1 especially, though I do sometimes think Ty is underrated compared to benders.

That said Ming Hua's missing arms may throw off Ty's chi blocking since IIRC her regular technique involves striking under the arm or around that area.

Ty Lee is agile and skilled, but she's nowhere near good enough to keep up with Ming Hua, who's even more mobile, is a horrible matchup for people who rely on close quarters combat and has ways to easily incapacitate her, as any bender of her caliber would. Ty Lee's better suited to fighting firebenders or lower level elites like Zaheer, Zuko and Ghazan.

She tents to prefer the arms due to them being more exposed by nature but she has successfully hit the torso, the ribs, the shoulders, the knees and multiple points in the back.

In theory is Ty Lee best suited to fight Waterbenders due to their under normal circumstances inherent weakness of needing to draw the water from somewhere, but Ming Hua is a very untypical Waterbender and would easily win this fight, she has her water on herself, and is extremely agile and fast.

Exactly because their offence is more direct, it's easier to telegraph and dodge or defend against. They also lack stonewall defence, making it easier for her to bypass their fire using weapons or just her fists. Firebenders are not as effective against non-benders as the rest IMO, with very few exceptions, like Azula.

Ty Lee stomped a bunch of Earthbenders, and it should be much easier to dodge the more telegraphed attacks of Water-and Earthbenders, than from Fire and Airbender who could use their elements at any distance without issues.

At the point where Ty Lee is not fast enough to reach the Bender before a stone-wall defense could get put up, should she be also done fore against Fire and Airbenders of a comparable level. And why should they even need stone-wall defenses, since when could Ty Lee just walk through fire or is in any way fire-resistant?

Er, I think she has a shot against anyone besides Ming Hua tbh, although I can see why you'd think they can take her.

Ghazan does seem like he'd have the most difficulty, even though I rank him above Zaheer, he has weaknesses very exploitable to someone as agile as Ty Lee who specialises in hand to hand.
