Vegta takes this, the 1000 number power difference doesn't mean anything, neither do power levels in general unless it is like Frieza VS Master Roshi, but otherwise they don't matter.

First of Vegeta learned to hide his PL after the Saiyans Saga when he first fought Cui witch is the Namek Saga not before. Second PL difference does matter early on. Vegeta had a PL of 24k while Dodoria had a PL of 22k thats only 2k difference and Vegeta curbstomped him. It shows you what a small difference in power could mean. Turles only has a 1k advantage so he isn't stomping Vegeta but he still takes this. Vegeta being a better fighter won't help him since both of them are bloodlusted witch makes them mindless hulks, look how Nappa acted in his fight, it made his fighting sloppy even Vegeta made a comment about it and told Nappa to calm down.
