I wouldn't say that Tenebrous is a peer of Plagueis and would rank him solidly below Plagueis. I'd place TPM Sidious >=< Plagueis.

How so?

Tenebrous is absolutely not a peer of prime Plagueis. Sidious on the other hand, even before his apotheosis, is confirmed more powerful than his Master. He takes this without breaking a sweat, honestly.

Palps

Palpatine was still a senator, however briefly when he received the amp from killing his master. The quote Az provided doesn't preclude Plagueis being equal or even better before the amp. Considering that Sidious considered himself merely "equally powerful" and all the trouble he went to arrange the hit on Sojourn rather than just confront him when he was in seclusion, I'd say it's reasonable to assume they were at least roughly on par as combatants.
