I wouldn't say that Tenebrous is a peer of Plagueis and would rank him solidly below Plagueis. I'd place TPM Sidious >=< Plagueis.
This duel is either over quickly or it is a knock-down drag-out, but either way, Sidious wins.
early Darth Sidious is only in his thirties he is going to get killed. Late Darth Sidious has the Feats and the skill to contend and win. End of Novel Darth Sidious with banite amp wins without much difficulty.
If Tenebrous really is a peer of Plagueis (I'm no expert on him), he wins in a good to great fight.

Palpatine was still a senator, however briefly when he received the amp from killing his master. The quote Az provided doesn't preclude Plagueis being equal or even better before the amp. Considering that Sidious considered himself merely "equally powerful" and all the trouble he went to arrange the hit on Sojourn rather than just confront him when he was in seclusion, I'd say it's reasonable to assume they were at least roughly on par as combatants.
