Antin-Venom holds experience and skill over Toxin, as well as versatility due to his "healing" abilities. Toxin appears to have him outclassed by over 20 tons in terms of strength, though. On the other hand, Brock's durability has been very impressive so far, so Toxin's ability to KO him with sheer strength is debatable, mostly because his limits have not been tested against blunt force. Overall, I'd support Anti-Venom for the win. His ability to eradicate symbiote cells from the host can catch Toxin by surprise, and once he is weakened, an opening would all Anti-Venom would require in order to finish the job.
While Toxin may have the edge when it comes to sheer strength, Anti-Venom, as others have stated above, is literally designed to combat other symbiotes. If he touches Toxin, then Brock is going to win this match. It really all comes down to if Anti-Venom will be able to catch and touch Toxin, which I personally believe he will be able to do.
