At a certain point of power, these two sort of blend together though. For instance, how do I place Hashirama, who can punch you from several kilometers away?

Also, abilities differ enough that it really depends on what you want out of a long ranged attack that lets you judge them.

Finally, the strongest characters to some degree specialize in both, so what you're probably asking for is then, "top 5 fighters".

If you really wanted to differentiate Naruto characters you could do (top 5 haxed fighters), (top 5 most powerful fighters), (top 5 fastest), (top 5 most competent), (top 5 trickiest) and so on.
