Hulk wins, he should be able to bust out of the ice like Bakugou did, and it's OOC for Todoroki to do what he did to Sero.

He did it when the action squad took Kachan.
@malzahaar: He only did that because two of his classmates got kidnapped and was clearly a little miffed, plus he knew they were villians and were planning on stealing Kacchan of which he, Deku and Shoji failed to protect. Not like this presumed random encounter.

He was pretty liberal with ice in Sports Festival. I don't see why he wouldn't go all out if he has to.

He did it against the giant robots in the race too, that's 3 times he's done it.
@malzahaar: Cause Endeavour was watching him so daddy issues naturally popped up, he even mentions "since my old man is watching".
And if he normally does these level attacks, why didn't he during the USJ attack, or the license exam, or against Deku and Bakugou in the sports festival etc? Also i still don't see why Hulk can't just smash right through the ice.

Todoroki's ice was cold enough to break up Noumu who has better durability feats than Hulk.
@snake-white: i am aware of that but durability had nothing to do with strength. In fact Noumu's durability was only case special due to his shock absorption quirk. They said if you could gouge out his flesh you could beat him. So really though that only implies he does well against well blunt force damage.
1. Still doesn't change the fact he didn't use it. Considering they were villians it's not like he was morally obligated as a hero to hold back.
2. Got any excuses for the license exam?
3. There's a worlds of difference between the two fights, the attacks he did to Deku and Kacchan didn't eclipse the size of the arena for starters.
4. Still haven't seen a defense against Todoroki's ice not being destroyed with a single smash (If Bakugou and Stain could Hulk certainly can)

Worth noting that I think if shoto saw a giant green monster charging at him I'm pretty sure he could put 2 and 2 together to figure out if he doesn't he's gonna get smashed which would encourage him to use his Ice, Deku was forced to use 100% multiple times against Muscular, Todoroki and the robot I see no reason why he wouldn't do it LITERALLY a monster coming at him.

Watch Deku vs Shoto, when Shoto got serious he used a large scale Ice attack posting the first attack he used which is clearly not the one I'm talking about changes nothing.
He did it against Kachan too at the start, again proving it's not OOC.
and he did it against Eraser head.....
Kachan uses explosions, of course, he can break out, stain only broke small pieces.
Stop ignoring the feats and move on.

Todoroki if he manages to freeze Hulk in time. Feat wise I could see him doing it, but the fact he had a problem with Stain, who essentially used no quirk to win almost beat him makes me think Hulk has a good shot.

I don't think Todoroki struggling with stain means much for hulk. Hulk is stronger than stain, and stain can't beat hulk however stain is also much more evasive and faster than hulk. He is also more skilled, more intelligent and I would say more experienced (not sure how much experience hulk has but I don't think he learns from his experiences).
I would say someone with a daredevil skill set has a better chance than someone with a luke cage skill set to put it into perspective.

Hulk does have a feat in the tie-in comics where he caught missiles. So I guess you could argue he has better reactions due to MHA being kind of fuzzy in that regard. All though I guess he needs feats of being nimble to win here.
