Thought Robot cannot be harmed by Destruction and vice versa, so stalemate.
TR can only Defeat destruction by deleting the Multiverse, which would also require deleting the Idea of himself, a feat he is both incapable of and which would also destroy himself.
Meanwhile, Destruction is also incapable of harming TR in any meaningful capacity.
If your question is “who is more powerful?” or “Who is higher in the heirarchy?”, the answer is Thought Robot. But Destruction is essential to the Multiverse in a way that Thought Robot is incapable of removing.
