That isn't how phasing works. Speedsters can phase other objects that they touch. When Thawne reaches into Thor's chest he's going to vibrate Thor's heart and then remove it for Thor's body, THEN stop phasing.

Eobard's hand isn't more durable than whatever hyper advanced metal alloy Atom's suit is made of, but he was still able to reach in and remove his heart all the same.

That's all speculation since the only time they successfully harmed someone with phasing it was always a human with no notable durability feats

Eobard had to reach through the super durable material the armor was made from, grab the heart, and then pull his arm back through the metal armor. If phasing worked the way you described his arm should have gotten stuck in the armor. It wasn't.

@eobard21: I don’t consider phasing to completely ignore durability. It’s debatable, I know, but it does sound like an NLF.

Even if I assume 50/50, there is also a small chance that the speedsters can be reacted to by someone like Apocalypse, assuming they don’t target him first.

@bladeoffury: Apocalypse can probably react to Godspeed (if we ignore his Camera feat) but doubt he can react to the likes of Barry
