The Second Comicvine Holy Grail War:

Basics:
Format:
There are 15 participants split into two teams of seven, the Red Faction and the Blue Faction, along with a single Ruler. There is no single unifying characteristic linking either team together outside of being summoned onto their respective faction (the teams will be randomized so when signing up just reserve a class rather than a class and faction).
Examples of what is considered: A Wall, A Small-Building, A Building, A Large-Building, Multi-Building, A City-Block, Larger Sizes.
Voting:
I will vote on every encounter. Detailed, unbiased votes from users with more than 500 posts will also be counted, with equivalent weight as my own vote. After each encounter I will aggregate the voted upon average and assign damage accordingly.
Mana:
Mana limits the constant activation of powerful noble phantasms and some skills. Mana refreshes naturally every two advancements (8 hours). Skills of each rank can only be used a certain number of times before you no longer have the mana to utilize them, the maximum number of uses is as follows (think of it like having 30 points, with each usage deducting the cost from those 30 points):

D Rank: Unlimited
C Rank: 15 uses (2 points)
B Rank: 10 uses (3 points)
A Rank: 5 uses (6 points)
A+ Rank: 3 uses (10 points)
EX Rank: 2 uses (15 points)
All Reality Marbles can only be used once. (20 points for all ranks)
For powerset based Noble Phantasms using them will last one advancement (4 hours). Weapon type Noble Phantasms only need to be manifested once unless they are broken.
Damage:
Damage is cumulative, carrying on from fight to fight, but can be healed. Damage from a fight will be determined by the voters perception of what occurs. Damage is ranked on a six point scale:
Level 1, Minor: Superficial cuts/bruises, Concussions
Level 2, Moderate: Broken Ribs, fractured bones
Level 3, Serious: Broken bones, torn ligaments
Level 4, Severe: Damaged internal organs (cut or pierced)
Level 5, Critical: Loss of Limbs, Major damage to crucial organs (lungs/heart/liver)
Level 6, Fatal: Total Heart Rupture, Severed Brain Stem, 3rd Degree Burns >90% Body Surface
Upon taking level 6 damage death is guaranteed unless you specifically have a skill/noble phantasm that prevents this from being the case.
Actions:
Each day will be split into six separate four hour chunks. Mana will be fully restored every other advancement. There will be an advancement for each of the four hour chunks, with the Grail War officially beginning at 16:00 on Day 0:
- Wee Hours: 0:00-3:59
- Dawn: 4:00-7:59
- Morning: 8:00-11:59
- Afternoon: 12:00-15:59
- Evening: 16:00-19:59
- Night: 20:00-23:59
Possible actions:
Many things can be accomplished in 4 hours, you can move pretty much anywhere you wish in the city, either stealthily or not. Armies can be built, territories can be established or grown, items can be sourced or created, mana can be restored, and wounds can be healed.
Wounds below critical can be healed naturally at a rate of 1 rank every 2 hours (2 ranks in a full action), Wounds that are critical (or fatal if you do not die) can be healed 1 rank in 4 hours. You can spend an entire advancement to instantly refresh all mana.
Any skill that references "with time" requires a full action to accomplish.
Advancements will go up every 4-5 days, you are not limited to the number of posts you can make between each advancement, however, at least one is required otherwise you will be treated as having done nothing during those four hours.
Victory Conditions:
Ruler: Survive to see the Grail War completed, uphold rules to a certain degree. The starting rules are as follows:
8AM-4PM No Battles in the city walls or territory expansion of any kind.
Limit collateral damage as much as possible.
Other Servants: Survive to receive the Holy Grail.
Once only one team remains, the Ruler’s job is done (they win if conditions are met). They will retreat to the Holy Church for 24 hours to prepare the Holy Grail. Precisely 24 hours later the Holy Grail will be given to the living servants standing at the entrance to the Holy Church, and only those servants. Its power will then be divided evenly between however many qualifying servants are present.
