iirc plutonian should be faster and more hax, but he has trouble with tapping into his full potential cause of a mental block

so either

1. Garou ends the fight before Plutonian gets access to his full power

2. Plutonian goes all out and beats Garou

@superprimetime: learning to use the powers wont be hard Garou copy's and perfects abilitys better then the OG user. He'd probably figure out that Plutonian is a reality warper before he does himself.

If I recall correctly, Plutonian is so stupidly fast in comparison to Garou that it’s not even a fight (I remember him being billions of times faster than light)
