Stops in round 1. Roshi was able to destroy the moon and we all know how he was embarrassed by King Piccolo. Moon busting is quite a feat compared to what Naruto characters can do.

The animation styles are different, so that's why people usually assume that just because Naruto's animation is smooth and fluid, that's how fast the characters are. In Dragon Ball, it looks more grainy and limited (though I like it way better in terms of animation). However, that is just not the case - I suggest this: imagine them in the same type of animation fighting. Imagine these Dragon Ball characters within the Naruto world with their smooth animations and bright colors. Tell me you don't imagine King Piccolo killing basically everybody. He'd be a true god compared to everyone. Can you imagine any character realistically hurting him? Orochimaru, Kakashi, Jiraiya, Obito, Madara, etc. I'd say they don't even make him flinch. He'd kill all of them.

As for those that say Kishimoto emphasized "Madara is equal to Nappa." He can say anything - it is fiction after all, so it requires no proof. The thing is, Toriyama never agreed himself that this was the case. I could draw a stickman and say he'd destroy all of Dragon Ball Z... and hell yeah, he would, because as I said, it's all ink, paper, and imagination. Nevertheless, for 'serious' debates, there has to be a consensus between the authors to actually make it canon. Madara being equal to Nappa is not canon, thus, we can only go by the feats of the characters, and going by feats, Roshi humiliates every Naruto character just because he destroyed the moon and they never even came close to destroy a feeble country... let alone a continent, and much less a moon.

@victorgnome: everyone who does these battles knows that Roshi busting moon is an outlier because stronger people at the time were more powerful than Roshi yet only had city level and island level feats. By the end of Dragonball the top tiers were Island+ - country level no moon.

Also everyone in round 1 are city busters so in Naruto world city buster would be people like Nagato and Itachi, who should be a lot of tiers below Momo and Kinshiki .

By this logic, Zamasu and Vegito Blue are weaker than Nappa. Neither of them displayed anywhere near planet busting power. Heck, their clash destroyed several city blocks and their DC was barely city level. 17 and 18 would both lolstomp Namek Frieza yet their DC was pathetic in comparison. Fat But only busted cities and his strongest attack failed to destroy the earth, even when enraged. The point is that DC and has always been inconsistent in DBZ. You can't just say "Roshi's feat doesn't count because stronger characters never replicated it". It's just an example of one of the many inconsistencies in the franchise

Roshi had already seen Piccolo power before when he was previously sealed an knew he was stronger why would he attempt the seal him rather then fight an try to launch a Moon buster attack if it destroyed a massive portion of the earth. Potentially causing world wide damage that's foolish
