1. 21st WMAT Goku
This version of Goku might is still not nearly as strong as Muten Roshi yet, we not know for certain if Roshi held back while fighting in base, they seems to be close but Toriyama later implies in the words of Roshi that only the version that killed Tao Pai Pai and destroy Red Ribbon Army that is much stronger would be the only version of Goku at that time with chances of beating his master due his superior stamina (could be reffering to his 100% version though). There is also the fact that this Goku has not fully mastered the Kamehameha, and Roshi had to turn into 100% form with his Kamehameha at maximum power to wape the moon out of existence.
2. Karin
We never saw him using any Ki attacks type, during that part of DB is showed that the most innovator people that used Ki techniques in destructive blast attacks aside from Piccolo Daimaoh were the humans like Mutaito, Roshi and Tsuru, this is not sure I am just exploring a hypotesis, but Karin might never learned to use the Ki in that type of way or he never needed to use it. We only know that he is stronger than Goku after the number 21 Tenkaichi Budokai and with less faster than Roshi in his younger years and the Goku who defeated Tao Pai Pai (due to them being capable of catch him) because they should be stronger than him at that point.
3. 22nd WMAT Chiaotzu
Chiaotzu is definitely much more weaker than the Roshi of the 21 Tenakichi Budokai in his 100% state.
4. Mercenary Tao
His super-dodonpa is definitely empowered by Ki, but I dunno If due to being now Tao heavily mechanized might have limitations of range and potency in long distances, by power itself, Tao Pai Pai claims he is much more powerful than before, and Tsuru was condident that he would be capable of killing Ten Shin Han, and he supposedly knew the level he had in the 22 Tenkaichi Budokai (he could be wrong in his estimation though). In any case, the power of his blast should be more than enough of do what the Kamehameh Ha of Roshi did, maybe.
5. 22nd WMAT Tien Shinhan
Tien Shin Han is peer to the semi-empowered Roshi of the 22 Tenkaichi Budokai, which is far stronger than the base Roshi that fought in the previous tournament due his training for 3 years, Tien is also peer with the Goku of that tournament, at this point all of them should be stronger than the 100% Roshi that destroyed the moon completely to some extent, although this is unkoown, I believe daizenshuu 7 puts them all as peers to that version of Roshi (180 units). Tien dominated perfectly the Kamehameha at the first try and also had the Kikoho which is much power according with Roshi himself, he would destroy the moon without doubt.
6. King Piccolo (young)
King Piccolo is far more powerful than any version of Roshi in DB, he would be capable of do it very easily.
7. 23rd WMAT Yamcha
The Roshi from that time confirms that Yamcha and the rest are stronger than him, the version of Yamcha at the beggining of the Saiyan Saga, five years after the end of the 23 Tenkaichi Budokai, has a power level of 177 units, similar to Goku and Tien from the 21 tournament, and probably never trained during that time (which in DB affects own power level), he should be capable of destroy the moon completely at first try.
8. 23rd WMAT Krillin
He is noticiable stronger than the Yamcha of that time and consderable more powerful than Roshi, he has mastered the Kamehameha already, he would be capable of doing it with little effort if he uses his real power.
9. Mr. Popo (the real one)
He is enough powerful to clown the Goku who killed King Piccolo without any complications at all, I believe that Daizenshū 7 gives him a power-level just 109 units below Raditz, although that is very questionable and he believes that Kami is more powerful than him (could be reffering to the complete Piccolo or not know the power of the older, which is also questionable, but he did not know the power of King Piccolo since he was very hyped for fight he man who killed him and then very disappointed of Goku after seeing his real power), although I believe is confirmed that he was in the temple from several others Kami before Piccolo, so it might made sense If he is stronger. Anyways, he wapes the moon very easily If he can use Ki attacks, which is very implied that he can.
10. Kami
He is much more powerful than King Piccolo and the Goku who killed them, therefore, he destroys the moon very easily If he wants, in fact, he created it again.
11. Raditz
He casually moves his hand and destroys the full moon in matter of seconds, moon-busters that were even more powerful than other people capable of destroy or create the moon, were fodders in the eye of Raditz.
12. Nappa
Raditz was a weakling for Nappa and he humilliated beings enough powerful to kill him easily and were small-planetary at that point, the moon gets destroyed so hard that it might not want to be recreated never again.
