Well I haven't read any of the novels but I heard this "true form" Pennywise is some multiversal entity?

Pennywise is just an avatar of the cosmic entity. Even with the ritual, the kids only managed to temporarily drive back the avatar.

If I'm not mistaken, Pennywise needs fear in order to operate properly (on Earth anyway)

Idk what Juggernaut is afraid of (probably powerlessness) but Pennywise will start to create illusions based on that and try to eat his soul.

The real battle is Cytorakk vs the Spider thing that controls Pennywise

Omfg that was only because of an ancient ritual and because they had help from the creator of The Stephen King Verse, Maturin, who True Form Pennywise was already equal to.

Pennywise's avatars alone get smacked, but once he brings out The Deadlights, Juggernaut is but an insect.
