Yeah Joker is more popular but he doesn't have enhanced strength, or agility and the Green Goblin has both. If the Joker some how found out the Goblin was Norman Osbourn then he could set all kinda traps or poison his water supply, you know, something that doesn't require an actual fight. But in a head to head fight the Joker goes down pretty easy in this one.

What the hell?Spiderman had trouble with Harry Osborn back in Spectacular Spiderman and Harry isn't an evil genius or knew the goblinglider's full extent of armaments.My guess is GreenGoblin comes  at Joker straight on and cripples him by shooting his knee caps with those gloves that fire energy and picks him up and tapes him a couple of the more powerful pumpkin bombs before telling the Joker,"I always wanted to see a frog burst"...and tosses him into the air.

The Joker's strength lies in his unpredictability. People assume he's just a clown, Green Goblin most likely would underestimate him. The Glider issue isn't really important since the Joker could possibly shoot it down. However, Green Goblin does possess enhanced strength so a hand to hand encounter could go in his favor. The Joker seems to be the better fighter and his repertoire of weapons and tricks could throw the match in his favor, but the tech + enhanced abilities of Goblin make me think that Green Goblin would take it.
