According to the handbooks and Marvel website, Rulk is 1200 pounds.
Let's take this tomato paste tube, for example.

This tube weighs 4.5 ounces, which is the equivalent of 0.28125 pounds.
If we divide 1200 pounds, Rulk's weight, by 0.28125 pounds then we get 4266.66666667, or just 4267 if we want to round.
So in conclusion, Flash could make 4267 tubes of tomato paste after blitzing Rulk.
This calculation doesn't take into account for volume and density, but it's a rough estimate.

Rulk has a decent chance if it's in character which means no wtfblitzing. The thunderclap should hurt or KO Flash and if he deems it a emergency, it's possible he might drain the speedforce from Flash.

Even in character Flash can dodge a Thunderclap, vibrate through a thunder clap, phase inside Rulks body and cause him pain like he did to martian Manhunter. And this is if we use Current Barry. Wally destroys him even worse..... even in character. Rulk has a tiny chance to catch Flash off guard. But even when Supergirl caught him off guard, Barry was still able to vibrate and save himself at the last moment. And no one has ever drained the speedforce except Wally. Any energy that Rulk has drained has been drained before.

Thunderclaps tend to be all but undodgeable. Not sure about vibrating through it as it's...vibrations. Sound. Rulk's draining was pretty impressive and appeared to work even on Odinforce Thor. So it should be enough for speedforce if he gets a hold of it.
Thunderclaps travel at the speed of sound or up to a few Machs. Wally travels into the trillions of Machs. It's like saying you couldn't dodge a ripple in a pond traveling a cm an hour. Plus it's just air. Wally has phased through much much worse. If you're saying its vibrations every piece of matter that isn't at 0K is vibrating to some degree.
Odinforce =/= speed force. The speed force is a closed system, you have to be a speedster to access it. It's off bounds to Rulk.
