The Doctor vs Reed Richards

Both are convinced that they need to wipe out the other in order to save all of time and space. Richards has built a device that prevents the Doctor from screwing with his timeline. Both get 1 month of prep. The Doctor can travel through time to do what he wants, but can't do anything that messes up Richards timeline, and he must be ready in 1 months time. There's a timer on the TARDIS that is counting down from 1 month to notify him of when he must be ready. No outside help. Who wins?

The Doctor. Simple. He does things that equate to Reed's best feats all of the time.
