The Cat is supposed to be as good at Martial Arts as Shang Chi is (they have faught to a stalemate before). I don't know if he has all the Ch'i manipulation abilities that Shang does however. Based on what we have seen I would back Dragon for the win but it would be a very hard fight.
Gotta go with Richard Dragon. Taskmaster dropped Cat with one punch. The only decent showing Cat has had was when he took out Iron Fist. But only after he had been distracted.
