I'm about a dozen episodes behind so Ollie could have solo'd Zoom for all I know, but based on what I do know: Ollie can take her with his gear, she doesn't have any feats against projectiles and when she did encounter them (Budd and Vernita) she went down/didn't react. Though, in fairness, Vernita shot totally randomly when Beatrix was drinking coffee and Budd got her from a couple of feet away when she opened the door and he was waiting for her. Still, she has no feats to suggest she can dodge an arrow that I can recall.
That said, the distance is fairly small. This could go to melee combat (but Ollie is damn fast on the draw) in which case I don't think Ollie can win. If you make the argument that the Crazy 88 were bad fighters based on their display of skill/choreography, then pretty much all fodder and a lot of fighters in general that we've seen in Arrow are just as bad or worse than the C88, and I just don't think Ollie was ever written as being able to stand in the middle of 70 + men armed with swords and just straight up take them out in close quarters.
With full gear he could replicate that feat, but even then, it wouldn't be in the same way Beatrix does, he'd make a path out and have to keep them at bay, probably having to take the fight into the streets of Tokyo.
