No, Lucifer is not only Universal. It's been debunked on panel when he destroyed the Mansions of Silence by merely existing without even using his powers, which contained other "Creations" and "Rejected Universe(s)" and likely contained Infinite Mirrors as per Presence's allegory of infinity.
Mike Carey's definition of Universe in general means all of existence, not a local space time, but all of existence, this includes all the Infinite Sized Realms of the Endless, Heaven and Hell that are both Infinite or immeasurable in size, all the Infinite Worlds fractionally Different from a Universe as per Dream of a Thousand Cats and etc and the Higher Dimensional Space in Creation in Elaine's panel. All of them are colloquially below the Totality of Creation that which Lucifer is at an "All Existence" level in totality scale power.
Lucifer can seriously destroy everything below the Source Wall.
Lucifer gets more powerful when scaled to Main DCU Cosmology and applying future retcons to Sandman themes to M. Carey feats. Like Grant Morrison places the Main DC Multiverse under Destiny's Book, which Lucifer burned. And the fact that he is at a level of power equal or above the Endless who are described as Primal Truths of Creation, and Wave Functions in a Quantum Multiverse and the fact that Heaven and Hell are Multiverses. But it is debatable if we can scale Lucifer to N52 Cosmology due to his lack of involvement in the narratives there.
Lucifer has scaling problems mostly involved with in-DC Cosmic Hierarchy issues, but he is not, by any means just Universe level. He's pretty damn likely infinite tiers above Multiversal with the likes of an Unbound Divine Spectre, Pralaya, Death, Time and Night, WF Mxy and Synnar possibly either nearly rivaling, contending or surpassing him, now maybe it is questionable if he is on Beyonder level based on interpretation and gauging issues, but he's up there.
