Arnold is not a martial arts oriented fighter, so he will give very little resistance to any KFP character, let alone a top tier fighter like Tai Lung.
Besides difference in skill, their stats are not even comparable too. Terminator is barely above human level in anything, I'd say quantifying his strength as above wall level would be already a stretch. His speed seems to be even inferior to humans. And his durability is decent, but if a small homemade explosive can kill him, it's still nothing to brag about. Meanwhile, Tai Lung leaps hundreds of meters into the air, tanks a thousand feet fall on the face, moves faster than Shifu can blink, uses several tons of rock as a football and one shots 10 adult, armored rhinos with a single punch.
If a human would be level 1, and Terminator would be level 5, Tai Lung would be level 70 or something. I know these are asspull numbers but yeah... this is simply not close at all.

I'd advise you look for matchups that can be compared closely to each other when it comes to stats and skill.
For example, a live actin character much closer to someone like Tai Lung when it comes to stats and skill would be the Beast from Kung Hu Hustle. An animated character much closer in stats and skill to someone like Terminator would be Wreck it Ralph.
I assume you want Thor at his strongest who is surrounded by his lightning cloak. It isn't enough to say that alone beats Tai Lung but it is enough to make CQC difficult for him. Add in his superior physicals (except for speed) and Stormbreaker and Thor takes it.
If you meant this for the actual fight, T-800 shouldn't be affected by the nerve strikes in terms of being paralyzed.

Thor would still be surrounded by lightning. Oogway manipulated Tai Lung's chi vs using nerve strikes. Not saying it wouldn't work on Tai Lung or Thor (and Tai Lung doesn't go for nerve strikes from the start).

Tai Lung has never shown resistance to regular lightning, much less that of Thor's lightning. His skill and speed might be troubling enough to last him some time (whereas T-800 gets one-shotted by Thor and by Tai Lung for that matter).

how'd you calculate the height of dust? Thor's strike was much more powerful than 1 kg TNT
