Easily Tempest. He has way more experience, being one of the first Titans. He has the best powers: standard brick, freezing and boiling liquids, optic force beams, ect. Garth has this in the bag.
The dude can freeze temperatures, heat up temperatures, and even create tornadoes and whirlpools by combining his different temperature pressures. He was so powerful he could open up a boomtube for Darkseid and teleport the entire city of Atlantis to the past when Imperiex Prime attacked Earth. He even has purple energy vision from his eyes.
HE still has nowhere near enough experience to defeat Garth, who has been doing it far longer. Garth is stroger, has more and better powers, and is a better fighter.
