Hmm... maybe Shippuden's Raikage would lose to Goku, but the Third Raikage would win in the bonus round. His durability and toughness are too dense that pre-Z teen Goku can deal damage to him (basically, if he can withstand a Rasenshuriken from Naruto with ease he can also withstand Piccolo's attack on the 23rd Budokai).
