Bruce, Dick, Jason, Tim & Damian vs Dredd, Anderson and 3 standard Judges.
All Standard gear, Morals off, No prep, Win by death. Start in the tower block from the Dredd movie while on war lockdown, team Batman at the top, team Dredd at the bottom. Pre 52 for DC. Both have knowledge of the other team.

I think Team Dredd have a chance, its unfortunate that they have "3 standard judges" on their side though as whilst Judges are very much hyped up, unless they're a named character they tend to be fodder (they're at least fairly competent and have Lawgivers though)
In this situation it would be impossible for the Bat-Team to sneak up or create any kind of a plan really, Anderson can locate and track people with very, very little effort, she could track them with psi-abilities and just shoot armour-piercing rounds through multiple floors, she can also mind read from very, very far away, and can communicate telepathically and co-ordinate her team-mates.
Essentially her and Dredd could avoid the Bat-Team using her locate ability and snipe with Armour-Piercing, she could even use her Telepathy to check for weak moments in which to take pot shots when they're most tired or least aware.

Judge Hershey, Judge Guthrie, Judge Rico, Judge Janus, possibly Judge Beeny
A lot of Judges do actually do stuff on Cursed Earth runs and such, its just that countless others are just fodder to be saved by Dredd.
@silent_bomber: Rico and Hershey are really solid picks as well. I agree on how they're mostly written as fodder though. Judge Death is a great pick too if he counts. Judge White in Short Circuit did solo a building by himself while hallucinating, though a lot of them are civilians.

Its actually very good, Judge Dredd gets sent to the worst precinct in Mega City One to clean it up single handedly. He whips all of the losers there who have promise into shape and tracks down and gets rid of all of the corrupt cops.
Its a key story of the time, lots of characters were introduced who stuck around.
Batman solos
Dredd has already stalemated Batman in hand to hand for 40 odd minutes before, they have like four crossovers.
