Kya should be after Iroh II, Kuvira and ghazan should also be before kya, they're not as much of a threat as her without their Sub-bendings. Anyways Tarrlok stops at Kya, she has displayed better power application, skill and Mobility than he has.

Tarrlok was a pretty strong Bender even without his Bloodbending in all honesty, and had a really solid showing of simultaneous Offense & Defense in his firing notable strikes while bubbling himself. (which proved potent enough defensively to deal against Korra's Fire without strain)

I'd see Kya giving him major trouble, though if he gets past her I see him beating everyone uptil Unalaq. (I see Tarrlok beating Fire-Only P'li due to just not having enough of her capabilities without Combustion-Bending)

So he could stop at Kya (though I might side with him there, not 100% sure tbh), and definitely stops by Unalaq (even if it's Pre-SF), Ming-Hua and Tenzin.

Loses to Kya and above.

Stops at Kuvira who should slap him. Kya and Iroh can put up strong fights though I would ultimately lean Tarlocks way tbh.

Out of order. Why Ming Hua so high and Kuvira so low?

Ming Hua is the weakest of the white lotus, and Kuvira is stronger than all of them except arguably P'li (and Zaheer but he isn't here).

They don't have Sub-bendings, so Kuvira doesn't have metalbending, P'li has no combustion bending e.t.c

I can see him potentially stopping Kuvira. Definitely stopping at the other waterbenders and Tenzin. Many people suffer in this gauntlet without their subbending's as it is their main and best offence.

@aystarr: I mean they barely have any non sub bending feats, so how are you supposed to even debate with them?

Might lose to Kya or Iroh II, loses to Kuvira, very much loses to Unalaq and above.
