I don't think Tai Lung is that much slower than Diana but her speed advantage probably gives her the win. Both of them can one shot (sword cut or nerve attack) but WW probably gets it off first more times than not.

Tai Lung Is a far greater fighter than Diana, WW can be cut once he figures that out he will slice her with her oun sword even if he can’t put her down with blunt force.

Diana should take it, Tai Lung's punches are much slower than a bullet wile Diana intercepted the full mag automatic rifle even without looking. His shield and bracelets have withstand stronger attacks than Tai Lung. Diana also have a one shot weapon.

If she starts in God Mode, there's no argument for Tai Lung.
