I'd say Supergirl due to the S factor and Cruz's relative inexperience.

Jessica’s constructs have held up the equivalent of 1.5 x 10 ^23 kilograms. I don’t remember if Kara has a feat which exceeds it but that’s the strength she’ll need to break Jessica’s constructs.
