Is this Rose Meruem? If so, that just gives me an excuse to show off that one time Suiryu pulled a Freeza and kicked a huge ass energy blast into the sky.
He appeared like this while fighting Choze. More impressive is the fact that the two of them kept that up for a little bit, which is sustained FTE on a rather ridiculous level.
Also does he get ridiculous feats in the manga
He held back and eventually kicked Choze's Inferiority Annihilation into the sky, causing all of the clouds above the stadium to disperse. I don't know where you'd place something like that, but I thought I'd mention it anyway.
Suiryu also karate chopped the ring in half and flipped one side up with apparent ease. I'm not really arguing for either character here mind you, I'm just showing off his feats and making discussion.

You could definitely quantify it by taking the amount of space they were taking up with all of their movement and comparing that to how long they were completely invisible to the spectators, but that's way too tiresome.
Any viable forms of scaling to other characters?
Choze was the only character that he didn't stomp, so not really. I think it'd be fair to place him in the same speed tier as Sonic, although I can't really prove that nor would I expect you to take my word as evidence.
Plus the arena Suiryu flipped is inconsistent in size. The feat might range from 1k-10k ton strength. I don't think its enough to damage Meruem in either case.
