Bruh. Okay, "well above Island" seems a bit of an exaggeration to me, but I won't bother to argue against that, because even giving Deku that scaling, it just still doesn't compare. How Deku succeeds in even hurting Enel is questionable, who has the properties of literal lightning. How Deku beats Pain with MHS+ and Island+ stats is questionable.
Pain quite literally performs above island tier feats, like his CT which rips out mountainous terrain at ridiculously fast speeds, with Pain still having more energy to even enlarge it. Also, when weaker characters like Deidara can help flip landmass as large as Turtle island (albeit, Manda v2 also helped, butt even splitting the energy is still above island level), possessing such size it can be mistaken as landmass consisted of mountain terrain, extending great distances. The most concrete thing supplementing turtle island size is how it's portrayed on the map, visually compared to other Naruto countries which are insanely large. This still doesn't even scratch Naruto's Island tier and above feats too.
Enel is no different. Using his own power to apply to a generation of storm clouds, he gives it the power to completely decimate Islands, but also countries. Enel's final Raigo would have destroyed everything in Skypiea, which is way way bigger than an Island given Skypiea's emperor cloud straight up houses these things. Compiled with his raw power, there is speed which I think Enel also is not lacking in. Lightning speed can vary, reaching speeds between the mach 200 range and the mach 1000 range, based on of course heat conditions, but Enel isn't quite reliant on that given he generates lightning with its own expansive heat. Enel having a specific charge in voltage as well would further prove the differentiating speeds between his lightning generation. Even if you don't believe this, Enel has observation haki which allowed him to significantly outpace Luffy where as without CoO, Enel could not avoid Luffy's attacks.
