On topic- the best matchups for iceman are other omega level energy manipulating nigh immortals. I think a case could be made for Firestorm, Vulcan or Ghost Rider
I'm pretty sure there's a world of difference between Captain Cold and Iceman.
There isn't a world of difference between sub zero temperatures that both can emit, just the range and speed they used. Both can reach sub zero temperatures with their respective mediums of freezing things, so why would sub zero temperatures endanger Wally West who has already dealt with being in sub zero temperatures ...... your statement ....
Wally could get killed no matter how fast he is, insta subzero and Wallys dead. Unless he has some durability feat to counter?
makes no sense when he can vibrate his molecules faster than Ice Man can perceive him, the only way Ice Man can even have a chance here is if he freezes the entire planet (and he's never shown that level of power) or if Wally slows down. He clearly doesn't have to and plain wouldn't since he has too much experience fighting people with cold powers like Killer Frost, Mr Freeze and yes....Captain Cold who has the coldest temperatures out of all 3.
How many times has Wally survived absolute zero temps?
Everytime he's been hit by Captain Cold, who's either caught Wally off guard or was prepped .... Wally casually stood inside the cold barrier which is cold enough to stop bullets by negating their protons and elections as Cold explained that only the Flash could move inside the cold field

I'd be interested to hear how Iceman could overcome speed steal. He has many hax himself, wonder if any of them could counter it. I don't know the character well enough to say if he can myself.
At a glance (when most think of Bobby and are diving deep into all his OP comic abilities), he’d probably be a mid tier, Namor, Iron Man, Omega Red, etc kinda guy if going all out.
HOWEVER!
Because his feats and abilities are crystal clear in that he can reform from water molecules or whatever, he seems damn near immortal since there’s water everywhere in some form. So barring a high tier magician or someone of the sort, so I’d say the Living Tribunal or something. -_-
@rhistr: I can see an argument for him being able to control how fast his molecules go thus he could speed himself back up. The problem is if Wally uses speed steal like he used on Inertia, sticking him in a time loop where it takes a hundred years just for him to blink, well thats more time hax than slowing down ones molecules. Bobby has no answer for time hax like that
