With the explaination of how his phasing works and that dense enough materials prevent phasing...I'd say makes it to mid tiers. He could abaolutely go further but he'd basically have to be totally OOC and so some ruthless things Flash has never done before (like punching in Flashtime).
@diydeath: Well there's no indication of Flashtime being any different from his usual speed, i mean it's the same thing as when Barry blitzed gridlock or when he fought reverse flash in the crossover last year
@eobard21: If you believe that then you're suffering from cognitive bias. Everytime Barry uses Flashtime it's to accomplish something he normally can't do. Such as figure out how to stop a nuke that is literally exploding or speed share to deal with portals.
