Hamner always struck me as more administrator than warrior. I believe he contended with Kyp well... but Kyp's proficiency is murky as hell.
Leaning Kazdan right now, open to arguments for Hamner.

IIRC a weaker Kyp than the one Hammer pinned one-shotted a leviathan. But yeah it's hard to tell.

He specifically is described as outpacing him
Paratus lunged while the apprentice was momentarily distracted. The pike left a shallow cut down his left forearm before he could repulse the strange creature's attack. Part flesh and part machine, the renegade Jedi Master was proficient with the Force, and quick with it as well. Every blow the apprentice tried to make was instantly blocked by either end of the whirling pike. As fast as he lunged or retreated, the mechanical legs outpaced him. Paratus hopped around the dilapidated chamber like a deranged jumping spider.

Add that to Vader straight up saying he is more powerful and the fact that he was also simultaneously controlling an army of Junk Golems and had just taken damage from having his junk golem beaten? Oh yeah. It totally was a fair fight. As for Galen's supposed "win" against Paratus. Context people.
Kazdan Paratus moaned as each junk Master fell, mourning them as though they were actually alive. When the last one went down, he was actually weeping.

Kasdan was an emotional wreck due to Galen destroying the council mannequins. And clearly not in fighting shape.
Galen did not legitimately defeat Paratus.

A few things to note here.
Galen had expended a decent amount of energy prior to the fight powering the hyperdrive engines of an enormous ship.
Paratus isn't shown to have taken damage from his junk golem's defeat.
Paratus wasn't fighting Galen while the Council replicas were attacking him as you claimed.
Context people.

It might depend on what iteration of Kyp it was that Kenth pinned with the Force.

I didn't really see much being argued for Kenth, so Kazdan gets my vote. The pinning of Kyp against a wall doesn't by itself prove too much about Kenth's power, in my opinion.

Ommin died as soon as Nadd stopped empowering him. All of his showings are of him on a nexus and amped by Nadd, without that he's just an ambiguously Force sensitive vegetable held together by an exoskeleton.
inb4 'but nexus' and 'amp'
Mundi gets the life drained from him before he ignites his lightsaber.
The only way to make King Ommin viable in a versus battle is to keep him the way he's always shown 'fighting'... with an amp from Nadd. He isn't ever going to be at another location.
@i_like_swords: Where's it stated Nadd is actively empowering him continuously? It was Ommin who summonned him from Chaos, and obviously he can't do anything on his own there. I think the TotJ audio drama even states that he can't manifest his power in his incorporeal state IIRC.
The nexus point is a fair one, though.
