Oh boy. With anime allowed for Gohan, this is actually a debate. Babidi said that Super Saiyan 2 Buu Saga Gohan was enough to power up half of the energy Majin Buu required. And the Buu Saga also tells us that this Gohan is weaker and of less fighting spirit than the Super Saiyan 2 Gohan from the Cell Games. That energy (and the rest collected) brought us the fat form of Majin Buu. This form appeared to be inferior to Kid Buu when they fought, and Kid Buu was shown in anime feats to have the power to lay waste to an entire galaxy.
So:
Anime Kid Buu: At least high multi-solar system, if not sub-galaxy or outright galaxy level.
Kid Buu > Majin Buu
50% Majin Buu = Buu Saga SSJ2 Gohan
Cell Games SSJ2 Gohan > Buu Saga SSJ2 Gohan
That makes a pretty good argument for this anime-allowed Gohan to be in at least the high multi-solar system range himself.
Now what about his speed?
Again allowing anime for Gohan makes this crazy. This Gohan is superior to Pre-Otherworld Tournament Base Goku, who in an anime feat crossed Otherworld with Pikkon INCREDIBLY QUICKLY. This is a crazy speed feat because Otherworld is implied to be at least comparable to the size of the mortal universe, if not perhaps bigger than it. I know this is a travel speed feat for Base Goku, but characters in DBZ actually seem to have better combat speed than travel speed most of the time and this Goku is way below what Super Saiyan 2 Gohan would be.
Now how about Garou?
Garou and Saitama colliding their Serious Punches created a big explosion that, after being redirected away from Earth by Blast and his crew, laid waste to a very large amount of stars. This event was known as the Serious Punch Squared, and I guess you could say Garou put in half of the work. The exact number of stars is unknown… but it could easily be thousands, maybe even millions, given the size and amount of other stars on the page and the size of the hole. However, Garou also upscales from this feat because he and Saitama both keep getting stronger. Saitama’s power increases due to finally being faced with a real challenge again, and Garou’s power increases as he keeps using his Copy Mode to jump to Saitama’s new levels. Saitama finally reaches such a level of ridiculousness in power that he can devastate Jupiter with a sneeze and cross half the solar system almost as fast as instant hyperspace with a fart… not to mention travel through time and utterly dominate Garou and oneshot an earlier Garou out of his divine form. Garou didn’t quite reach that level of Saitama, but he did Copy Mode the last level before it. So Garou’s final power was pretty obviously even further beyond the Garou that contributed half of a high multi-solar system feat.
And what about Garou’s speed? Saitama blitzed Garou across Io incredibly fast. I’ve seen some calcs for that feat that crank it up to being hundreds of thousands, maybe even more than a million times faster than light. Garou copied a Saitama even faster and even stronger than that Saitama, in fact Garou copied Saitama several different times after Saitama had accelerated past that level of speed and strength. So Garou is pretty fast too…
All in all, I think Gohan scales to a better speed feat than Garou does. And their attack potency could be at least similar enough. So I think Gohan may actually take this. But no, I don’t see him just splitting Garou in half like a Cell Junior. That’s kind of ridiculous.
