Current Piccolo was able to easily overwhelm SS1 and SS2 Gohan and can compete with Mystic/Ultimate Gohan, Toshio Yoshitaka the script writer for Super stated 17 is on par with Gohan and they are a little beyond Piccolo so Piccolo should win this with that level of strength plus his regeneration.

he overwhelmed him because gohan character, he takes it easy on people he knows that is what piccolo was explaining to him during their fight, in mystic state gohan could have easily killed him since the momnent he went mystic he easily slice of piccolo arm without intending too then he let his guard down, anyone else besides piccolo would have become a cripple luckily he can regenerate
SSj2 Goku was slightly weaker than Mystic GOhan so in theory SSj1 Goku should easily be able to contend with SSj2 GOhan thus should be able to defeat piccolo
as for gohan being SSJB tier with mystic form that is just goku BS as always, i mean goku did infact use SSJB on basically everyone at this point even if he could defeat them in base or SSj1, i mean SSj2 goku was basically = to mystic form a simple boost to SSj3 would have been more than enough to defeat Gohan at most SSJG would ahve been a stomp
